The earthquake occurred in an area associated with INCREASED and HIGH seismic hazard exposure (yellow and orange alert) due to the presence of elevated tectonic tractions and local tectonic instabilities, according to Quantectum’s earthquake forecasting automatic alert field estimation. The mainshock was followed by 13 earthquakes above magnitude 5.0 within a radius of 200 km, including one earthquake with magnitude 6.4.

Quantectum's Macroseismic Intensity map suggests "IX" as a maximum intensity, which corresponds to EXTREME shaking and potential VERY HEAVY damage around the epicenter. Potentially exposed cities were Hualien City (pop. 350,000), Puli (pop. 86,000), Nantou (pop. 106,000), Taichung (pop. 1,040,000), Yuanlin (pop. 125,000), Douliu (pop. 105,000), Yilan (pop. 94,000), Hsinchu (pop. 404,000), Banqiao (pop. 543,000), Taipei (pop. 7,870,000), Tainan (pop. 771,000), Kaohsiung (pop. 1,520,000), Putian (pop. 1,540,000), Fuzhou (pop. 3,740,000).

According to Aljazeera the earthquake has killed nine people, injured about 900 others, with 77 trapped in tunnels and collapsed buildings and prompted a tsunami warning for southern Japan and the Philippines, which was later lifted. At least 26 buildings collapsed; 15 were located in Hualien City. Across Taiwan, one building fell in Changhua County on the west coast, according to Taiwan’s Fire Department. The earthquake was also felt in Shanghai, Hangzhou and Xiamen, according to Chinese media.
